Build of rtems-libbsd for all BSPs

Does the variable have a value? I looked at it enough to think
that pc386/clock appeared to need to set it.

Alternatively, we could disable the x86 specific timebase
code and use the same as other targets. I kind of lean to
that if it is possible.
