Suggestions for BSPs to Obsolete

I previously posted suggesting the avr, h8300, and m32r be
removed. No one has commented so far.

I want to write two wiki pages as I go. One on removing a
BSP and another on removing an architecture.

That is one approach. Another is defining tiers for the BSP
and being more aggressive about dropping them.

I think Chris has discussed his ideas on tiers before.
