Policy for RSB branches for 4.9, 4.10 and 4.11

As long as we keep branches for them.

FWIW I wouldn't be opposed to RSB branches for even older releases if a
user submitted them.

If RTEMS has a branch, the RSB should follow. Master should be 4.12 only.
