mipstx39 gdb no longer built for 4.11 and 4.12

Hi

At some point the RSB configurations were reworked to depend on
rtems-default.bset. When that was done, the mipstx39 gdb build was dropped.

Anyone got a hint when that happened? I need to add it back or we don't
have a debugger and simulator for jmr3904.
