[PATCH 2/2] posix: add clock_nanosleep and tests

The wait by absolute time is currently not supported via 
_Thread_queue_Enqueue_critical(), e.g. absolute time adjustments have no 
effect. All the timed POSIX services are affected by this shortcoming.
