It would be best to push as much common logic down to `rtems-tools-common-1.cfg`
so `rtems-tools-5-1.cfg` is simple so `rtems-tools-6-1.cfg` is simple to make.
Carrying the logic in `rtems-tools-5-1.cfg` means the change history is lost in
the next release.
