mpc download error

Hi

I was building on a clean machine and got this failure.

Poking at their website, it looks like newer versions are at ftp.gnu.org

https://ftp.gnu.org/gnu/mpc/mpc-1.1.0.tar.gz

and the older versions are at URLs like this:

http://www.multiprecision.org/downloads/mpc-0.8.2.tar.gz

That doesn't have the /download/ in the path.

How widespread a change is this going to be? Does this impact 4.10 and 4.11?
