[PATCH] psxhdrs: Implement POSIX API Signature Compliance Tests for times.h

Sal.. would you mind submitting a patch doing this for all the tests you
submitted?

Sebastian.. I'm traveling. Please post the proper text.

Also there are 3-5 students total who need to be asked this.
