[PATCH v3 01/22] rtemstoolkit: Add libdwarf C++ interface.

Provide a C++ interface to libdwarf to:
 - Manage DWARF debug data
 - Manage CU
 - Manage DIE
 - Handle CU line addresses
 - Handle CU source files
