rtems-libbsd build error on <testsuit/debugger01>

HI,
I compile the current libbsd (newest github version) use "--buildset=buildset/minimal.ini" ,
 Error occurs on building "testsuit/debugger01".

I found that the waf_libbsd.py file lost a link lib file "libdebugger.a". Would someone review and patch it.
