psxtmtests: add psxtmmqrcvblock02 (GCI 2018)

This test is not following the right pattern. Please look at the mq_receive
test
case. It is based on a different template and measures 100 threads blocking
while performing this operation.

This test needs to be reworked to follow the other pattern.

Please fix and resubmit.
