sis/gdb on Cygwin

The problem right now is that RSB has some breakage which causes the
stand-alone version of sis not to be installed. If I push the patch,
then no sis at all will be installed. I will try to find some time to
look at the cygwin build problem, until Chris gets some time to look at
the RSB issue ...
