Should this be format and a comma delimited list that defaults to 'txt'?

I am not sure a txt report can be or should be conditional so a
`--report-format` could default to nothing and then we can more format types, ie
XML.

... and this be moved into a couple of functions to separate the logic? In time
they could become a format class and we have instances of them. I am not asking
for this now but it would make that sort of change a bit simpler.
