[PATCH 4/5] c-user: Move CONFIGURE_MEMORY_OVERHEAD

Move CONFIGURE_MEMORY_OVERHEAD to general system configuration.
Remove now empty "Seldom Used Configuration Parameters" section.
Update #3836.
