[PATCH 5/5] c-user: CONFIGURE_LIBIO_MAXIMUM_FILE_DESCRIPTORS

Move CONFIGURE_LIBIO_MAXIMUM_FILE_DESCRIPTORS to general system
configuration.  Remove now empty "C Library Support Configuration"
section.
