Bug reporting instructions

Hello,

I would like to centralize the bug reporting instructions.  Currently we have:

https://docs.rtems.org/branches/master/user/support/index.html#bug-tracker

I would like to move all information to the user manual and reference the HTML page of the user manual as the only source containing bug reporting instructions.
