[PATCH] eng: Add Software Requirements Engineering chapter

Hello,

this is my first attempt to add a "Software Requirements Engineering" 
chapter to the RTEMS Software Engineering manual.  You can find a PDF 
with this patch here:

I removed the binary files from the patch.
