[PATCH] score: new CBS version

Hello everyone,

Attached is a patch for a new version of the Constant Bandwidth Server 
(CBS) as described in: https://devel.rtems.org/ticket/3744
I also have a patch for another reservation-based scheduler, named the 
Capacity Sharing and Stealing (CSS) [1], that will be sent once the CBS 
patch is accepted.
