[PATCH] eng: Requirements counting shall start at zero

Hi Frank,
I plan to generate numbered test sources - should these also be numbered from 0?
E.g. tr-model-events-mgr-n.c - I was going to have `n` range from 1..N -- should I adopt the same convention as you suggest for consistency?
