Update to waf 2.0.19?

I haven't done a lot of testing. I tried to build everything on my Linux 
machine. I checked also the rtems-tools on mingw64 and FreeBSD. I just 
hope that the change from 2.0.18 to 2.0.19 fixed only bugs.
