[PATCH v2 1/2] Changed ARM fenv support similar to X86_64

Removed soft float files

arm/fenv.c: Fix use of defines and format

Fix the build.  Remove superfluous code.  Remove parameter names in
the header file.  Move implementation details out of the header file.
