[PATCH 0/1] testsuites: Add Compile Tests for POSIX Clock APIs

Added compile only tests in cpukit/testsuites/psxtests/psxhdrs/pthread
for the following APIs:

1) pthread_cond_clockwait()
2) pthread_mutex_clocklock()
3) pthread_rwlock_clockrdlock()
4) pthread_rwlock_clockwrlock()

All four methods are being added to the Issue 8 POSIX Standard.
