[PATCH v1] rtems-binutils: Update to 2.37 and update head

[Ryan Long]

Update to binutils 2.37 for RTEMS 6 to fix an issue when building tests
for AArch64. Also updated the commit and hash for binutils in
rtems-binutils-head.
