[PATCH v1] rtems-binutils: Update to 2.37 and update head

This closes ticket #4218. Forgot to put that in the commit message. I'll add that in.

With Binutils 2.36, gcc produced assembly that resulted in an internal error for aarch64. This has been fixed in 2.37 though.

What is the issue? Is there a ticket or something that explains what has been fixed?
