Outages for MTA, FTP, WWW, Git and others.

I will be updating the servers that host our primary services today 2023-02-10 
until 2023-02-13 8AM GMT.

This means any WWW services on *.rtems.org, email, FTP will be disrupted at 
some point.

The downtime should be contiguous anywhere from 2-4 hours.

I will prioritise these services before the rest:

  * https://devel.rtems.org/
  * MTA (Email)
  * https://ftp.rtems.org/

The rest may take longer as I sort things out.  This is the first major 
disruption in 9 years when these services were first deployed.
