Doxygen guidelines still relevant to the project?

Hello,

we have detailed Doxygen guidelines documented in the RTEMS Software Engineering manual:

After having a look at some recent merge requests, it seems these guidelines are not present to reviewers. Also existing Doxygen comments in line with these guidelines were replaced by incomplete comments not following the guidelines. From an RTEMS Project point of view, are these guidelines still relevant?
