Deprecating/Obsoleting NIOS2 Port

Hi

As new versions of the GNU tools come out, support for the NIOS2 is not
being included in those versions. Neither GDB 16 or GCC 15 have nios2
support.

Currently, the nios2 uses the "rtems-default.bset" versions of tools. But
it will have to transition to using the last version of each with nios2
support to keep it building.

We did not include it in the ports deprecated in 6.x and removed before 7.

At this point, I don't know if we can keep it alive long enough to be in 7
and removed before 8. If we lock down on the last versions with nios2
support, we could run into something where those tools do not build or
build and cannot support something in a 7+ RTEMS.

I sent this to the mailing list hoping it would get more attention and
feedback than if I asked this on Discord or filing an issue.
