[PATCH] bsps/erc32: Add Doxygen header to bspidle.c

Hello,

While exploring the erc32 BSP, I noticed that bspidle.c was missing a
Doxygen header. I have added the @file, @ingroup, and @brief tags to
improve the documentation coverage.

I have verified the change by successfully building the sparc/erc32 BSP.
