Support for IBM 403 PPC core

Hello John,

I am using RTEMS on a PPC403GA and GCX, it works really fine. I 
started working with a BSP from Andrew Bray and modified it to work 
with our hardware and with RTEMS 4.0.0 . The resulting BSP "helas403" 
supports the PPC403GA/GCX memory controller, timer, UART and 
interrupt controller and it's part of the official RTEMS 4.0.0 
release but I have not (yet) tested it under the upcoming 4.5.0 
release.
