Yes in 4.5 but it is limited to an in memory file system (IMFS),
a "mini-IMFS", and a TFTP client.

There are a handful of projects out there at various stages working
on other filesystems.  Perhaps someone can give a status report.

Check out ftp.oarcorp.com:/pub/rtems/betas/...  The filesystem 
infrastructure/system calls and IMFS are in src/lib/libc.
