Hallo,
see the mailing list. There should be something about the LIB and
INCLUDE_DIR environment options that are bugging you. You probably have VC
installed as well.
Also I would not hurt to install automake and autoconfig. And perhaps you
should check the availability of perl in your cygwin instalation...
