FW: RTEMS 4.X.X gen68360 Ethernet Tx Reliability

The network.c I found in the snapshot is 1.7, according to the source
control blurb at top of file.  I picked up rtems-20000118a.tgz from
ftp.oarcorp.com/pub/rtems/snapshots/20000118/
