Problems building gcc with Cygwin

You need to download the autoconf package from GNU ftp site, built it
and install it.

I asked on the cgywin list if autoconf could be included in the standard
distribution of cygwin but it was rejected.

Maybe a note should be placed in the RTEMS FAQ and a binary install of
the autoconf package be placed on the RTEMS web site.
