Looks like we are not the only ones who think the difference
is unnecessary.

Since we just went to new gcc/newlib RPMs, this will have to
wait until the next round (-10).  But we will make the values
the same so Gene's weirdness ono get flags won't be there anymore.

That's a good question.  I notice that cygwin sporadically attempts to
test
both values but it isn't consistent.

Having them equal makes sense to me.
