Soft Float for PC386

I'm hitting a similar issue.
I think that we should add provision in the pc386 sample/test files to
compile with these flags, and put something in the readme about how to
set it up.

I will be happy to contribute to the README file, but I've just
downloaded the latest snapshot after not using RTEMS for about 1.5
years, so I have to get up to speed on how the new configure tools work.
Where would be a good place to add these flags?  Should that be a
command line option to the configure script, with default set to use
floating point copressor, and something like a "--NO_FP" option which
will set the above two CPU_CFLAGS?
I don't mind doing some of the grunt work, but I need help getting
started.
