RFC: Remove arm_bare_bsp

Hi,

Now that there are two real ARM BSPs (vegaplus and edp7312),
I think that the arm_bare_bsp is no longer needed.  As I
remember, it only served to fill a gap until a real BSP
was submitted.

Is there any reason to keep it around?  I would like
to purge it before branching the release.

Defend keeping itif you want it. :)
