The answer is simple: 

RTEMS configuration requires the versions of the auto*tools mentioned
above, because all other versions of autotools are not compatible enough
to current autotools or contain bugs RTEMS configuration triggers.

As most Linux vendors currently do not ship these versions with their
distributions, we package our own packages as convenience to users.
These allow you to install them in parallel your vendors packages,
without having to care what they ship or having cope with the new
auto*tool versions interfering with other packages requiring other
versions of the autotools

I could try to list all the bugs and incompatibilities in autoconf and
missing features in previous versions of automake ;)
