package utility on RTOS

Hello all,
I want to write a utility for an embedded system that will used to make a
pakage or unpackage of a software. the utility is similar like a "tar" or
"bzip" in linux environment. my rtos is ITRON. Can any body sugest to me an
open source code that take less porting effort for RTOS.
