Waiting for mbufs

Got it... I think I'm understanding a little more now- Chris, you were
right, the cluster list was being exhausted by the 2 dec units
allocating all the clusters- I didn't realise they were
pre-allocated.  I reduced the # of buffers allocated by each unit, its
working now.

How are the # of clusters/mbufs computed and the memory allocated?
