Develop RTEMS under Debian

you used alien incorrectly, alien is a perl script to convert a redhat 
rpm package into a debian deb package so the correct way to install the 
toolset would be

alien --to-deb  -i autoconf-rtems-2.57-1.noarch.rpm
to convert it into a deb package and then to install this package

dpkg  -i autoconf-rtems-2.57-1.noarch.deb
