I don't see any extra cygwin in my paths, so I tried starting at the root
of the ftp server.  But I still end up trying to download a file such as:

ftp://ftp.rtems.com/pub/rtems/cygwin/rtems-4.6/rtems-4.6-binutils-2.13.2.1-2
/SOURCES/binutils-2.13.2.1.tar.bz2

and Opera, ftp, and wget all fail 550 on it.
