RTEMS 4.6.0 is Available

RTEMS 4.6.0 is now available.  This release reflects
a slightly different organization for the ftp site
in order to better support using the APT and YUM
update tools.

For details regarding this release and the various
URLs to RTEMS and the tools, see:

If you find a problem, email the list and file a PR.
There will be at least one bug fix release for the
4.6 series.

If something is missing from the release information at
the above URL, don't hesitate to ping the list.  It
was just an oversite.
