RTEMS Tool Status Wiki Page

We are now maintaining a Wiki page specifically for tracking
tool issues.  If you file a PR against a tool in the RTEMS
development suite, please update the Wiki page:

The RTEMS GNATS database is full of tool issues that tend
not to get closed when the issue is resolved.  These
issues should properly be tracked in the tool's bug system.
I am considering using the rule that a tool PR in the
RTEMS GNATS DB is closed when it is filed with the appropriate
tools (GCC, binutils, etc) bug database and is placed on
our Wiki list to track.

The Wiki list lets the RTEMS tool maintainers focus
effort better and gives an easy central location for
us to give to tool developers as a reference.
