compiling downloadable rtems with bsp helas403

Right. librtemsall.a is dead.

No, the cause seems pretty obvious.

Apparently, the helas403's bsp_specs.dl has not been updated to use
librtemscpu.a/librtemsbsp.a and still wants to use librtemsall.a, i.e.
it is broken.
