cygwin build_alias issue (and a possible workaround...)

Don't anyone bother.  build_alias failure still occurs.  It must be
something at a much lower level; hence why I am leaning toward the
(v)fork()/exec() explanation.  I suppose the thing to do now is to compile
sh and instrument it for logging.  I will try the strace.sh trick in the
expr hack script first.
