Strange bug on EP9302-based custom board

Most if not all of the systems I know that OAR has consulted on use 
either a 1 millisecond or 500 microsecond tick.  FOr the 500 microsecond 
tick, the CPU has to be pretty fast and the application had to have good 
reason.
