arm_bare_bsp and vegaplus BSPs going away

As far as I know, the arm_bare_bsp and vegaplus BSPs are not of any
use. The arm_bare_bsp has been superceded by the ability to build
RTEMS without a BSP, and the vegaplus BSP was never fully functional.

I've emailed the author of the vegaplus at the last address I had, but
haven't heard anything back.

If nobody steps forward with a good reason to keep them by Friday,
I'll remove them.
