What this sounds like you are saying is that the file will exists
"<build-dir>\i386-rtems\c\pc386\lib\libbsp\i386\pc386\include\bspopt.h"

It does not. After I do the configure, the furthest i can go down is
<build-dir>\i386-rtems\c\pc386\
