These configure options are BSP specific so when the eventual split of
RTEMS into "RTEMS proper" and "BSP" occurs, these options should apply 
only to the portion compiled with the BSP portion.

I must admit to having not reviewed the patch so am just assuming it
modifies code in libbsp and libchip.

The binary goal is for code under cpukit.  I am glad people are thinking 
of this. :)
