Bugzilla and ChangeLog entries

Hi,

When you submit a patch to Bugzilla, please include
a ChangeLog entry.  It is only right and proper to
give credit to the person fixing it.  Plus you
know what you fixed and can write a better entry. :)

This was brought home this morning when I committed
Alexey's pc386 console patch.  If it hadn't been for
him posting to the email list, I wouldn't have known
his name to write the ChangeLog entry with.
